What does it mean to have a code compliant website?

Accessibility!

A website is required to load on more than one type of device or browser. Your visitor's needs are also likely to vary as much as the browsers. Therefore, as developers, we're required to build websites that work across platforms and for people of most abilities.

You may have heard of alt tags that provide alternative text for images. Contrary to what SEO 'experts' say, these are not just places for keywords but in fact used for visually impaired people to be given a description of the image. However, if the picture is relevant to the page you will please both Google with the keywords and the visually impaired visitor.
